Step 5, when the seal management and control device is returned by a seal person, the control unit (4) controls the wireless charging unit (2) to detect whether the seal is returned into the seal management and control device storage unit (5) or not and whether the drawer is closed or not, and if the seal is returned into the seal management and control device storage unit (5) and the drawer is closed, the seal returning process is displayed on a control screen of the main control cabinet to be completed;
