The determining unit 204 calculates a correlation coefficient between the wire loss rate of the wiring and the power consumption of the user, and determines the electricity stealing user under the suspected wiring.

The method firstly determines the wiring with suspected electricity stealing behavior, then calculates the correlation coefficient of the electricity consumption and the wiring line loss rate of each user under the wiring, and further determines the electricity stealing users.
