1. An internet resource scheduling method, comprising:

scheduling resources of a vouching beneficiary to a vouching requestor, incrementally reserving resources for the vouching beneficiary;

scheduling resources reserved for the vouching beneficiary to the vouching beneficiary if it is determined that the vouching requesting party does not return the resources scheduled from the vouching beneficiary.

2. The method as claimed in claim 1, wherein incrementally reserving resources for said guaranteed beneficiary comprises:

incrementally reserving resources for the vouching beneficiary each time it is determined to schedule the resources of the vouching beneficiary to the vouching requestor within a scheduling period.

3. The method of claim 1, further comprising:

if it is determined that the vouching requesting party has returned the resources scheduled from the vouching beneficiating party, the resources reserved for the vouching benefitting party are released and a next scheduling cycle is started.

4. The method of claim 1 or 3, wherein the guarantee requester returns the resource by the time limit of the end of the scheduling period.

5. The method as claimed in claim 1, wherein incrementally reserving resources for said guaranteed beneficiary comprises:

incrementally reserving resources for the vouching beneficiary and correspondingly reducing the schedulable acquisition resource limit of the vouching requester.

6. The method of claim 1, wherein determining to schedule resources of the vouching beneficiary to the vouching requestor comprises:

determining to schedule the resources of the guarantee beneficiary to the guarantee requester according to the scheduling information of the guarantee beneficiary;

and/or determining to schedule the resource of the guarantee beneficiary to the guarantee requester according to the scheduling information of the guarantee requester.

7. The method of claim 1, wherein determining to schedule resources of the vouching beneficiary to the vouching requestor comprises:

scheduling the resource of the guarantee beneficiary to a guarantee requester according to the scheduling operation executed by the guarantee beneficiary;

or, according to the scheduling operation executed by the guarantee requesting party, the resources of the guarantee beneficiary are scheduled to the guarantee requesting party;

alternatively, the resource of the guarantee beneficiary is determined to be scheduled to the guarantee requester according to the inquiry operation of other devices.

8. The method of claim 1, scheduling resources of a vouching beneficiary to a vouching requester, incrementally reserving resources for said vouching beneficiary, comprising:

scheduling resources of a vouching beneficiary to a vouching requester, and incrementally reserving resources for the vouching beneficiary, wherein the incrementally reserved resource amount is not less than the scheduled resource amount.

9. The method of claim 1, further comprising:

in response to the request of the vouching requester, setting a scheduling threshold for the vouching requester, the scheduling threshold defining a single maximum amount of resources and/or a total maximum amount of resources that can be scheduled from the vouching beneficiary to the vouching requester.

10. The method of claim 2, wherein at a beginning of the scheduling period, an amount of resources reserved for the guaranteed beneficiary is zero.

11. The method of claim 1, further comprising:

in response to a request by said vouching requestor, creating a deposit for said vouching requestor, resources of said deposit being used to vouch for resources that said vouching beneficiary schedules to said vouching requestor;

incrementally reserving resources for the vouching beneficiary, including:

and modifying the insurance policy to improve the resources of the insurance policy.

12. The method of claim 11, the method further comprising:

and creating an association table for the insurance policy, wherein the association table is used for associating the insurance policy with the bill information so as to facilitate query and management.

13. An internet resource scheduling apparatus, comprising:

a reservation scheduling module that schedules resources of a vouching beneficiary to a vouching requester to incrementally reserve resources for the vouching beneficiary;

a refund scheduling module that schedules resources reserved for the vouching beneficiary to the vouching beneficiary if it is determined that the vouching requesting party has not refund the resources scheduled from the vouching beneficiary.

14. The apparatus of claim 13, wherein the reservation scheduling module is specifically configured to:

incrementally reserving resources for the vouching beneficiary each time it is determined to schedule the resources of the vouching beneficiary to the vouching requestor within a scheduling period.

15. The apparatus of claim 13, the apparatus further to:

if it is determined that the vouching requesting party has returned the resources scheduled from the vouching beneficiating party, the resources reserved for the vouching benefitting party are released and a next scheduling cycle is started.

16. The apparatus of claim 13, wherein the reservation scheduling module is specifically configured to:

incrementally reserving resources for the vouching beneficiary and correspondingly reducing the schedulable acquisition resource limit of the vouching requester.

17. The apparatus of claim 13, wherein the reservation scheduling module is specifically configured to:

determining to schedule the resources of the guarantee beneficiary to the guarantee requester according to the scheduling information of the guarantee beneficiary;

and/or determining to schedule the resource of the guarantee beneficiary to the guarantee requester according to the scheduling information of the guarantee requester.

18. The apparatus of claim 13, wherein the reservation scheduling module is specifically configured to:

scheduling resources of a vouching beneficiary to a vouching requester, and incrementally reserving resources for the vouching beneficiary, wherein the incrementally reserved resource amount is not less than the scheduled resource amount.

19. The apparatus of claim 13, the apparatus further comprising:

a setting module that sets a scheduling threshold for the vouching requester in response to a request by the vouching requester, the scheduling threshold defining a single maximum amount and/or a maximum total amount of resources that may be scheduled from the vouching beneficiary to the vouching requester.

20. The apparatus of claim 13, the apparatus further to:

in response to a request by said vouching requestor, creating a deposit for said vouching requestor, resources of said deposit being used to vouch for resources that said vouching beneficiary schedules to said vouching requestor;

the reservation scheduling module is specifically configured to:

and modifying the insurance policy to improve the resources of the insurance policy.

21. The apparatus of claim 20, the apparatus further to:

and creating an association table for the insurance policy, wherein the association table is used for associating the insurance policy with the bill information so as to facilitate query and management.
