During the use, waste water enters into the space between outer barrel 13 and first tube-shape filter screen 8 through inlet pipe 7, and the filtration through first tube-shape filter screen 8 enters into the space between first tube-shape filter screen 8 and interior barrel 10, and when the liquid level rose to liquid passing hole 12 department, waste water entered into the space between interior barrel 10 and second tube-shape filter screen 11 from liquid passing hole 12, and the filtration through second tube-shape filter screen 11 entered into in the second tube-shape filter screen 11. The acid solution tank 1, the alkali solution tank 3 and the pH detection probe 4 are connected and controlled by a control system, the measured value is transmitted to the control system by the pH detection probe 4, and the control system controls the liquid outlet amount of the acid solution tank 1 and the alkali solution tank 3. After adding acid or alkali, the motor is started to drive the stirring paddle 14 to stir the wastewater. When the required pH range is reached, a valve of the discharge pipe 15 is opened to discharge the wastewater.
