The working principle of the embodiment of the invention is as follows: firstly, rotating a containing box body of a required bill voucher to the left side close to a placing platform through a rotating device, then pushing the containing box body onto a transverse plate through a push-pull device, then pushing the containing box body to a conveying device from a sliding seat through a pushing device, and then pushing the containing box body to a proper position through the conveying device; the voucher in the storage box is taken for inputting and the like, after work is completed, the storage box is reversely pushed to a proper position through the conveying device, the storage box is pushed to the corresponding sliding seat from the conveying device through the pushing device, then the storage box is pushed away from the transverse plate through the pushing and pulling device, and then the storage box of the required voucher is rotated to the left side close to the placing platform through the rotating device for one time or the use is finished.
