A device for transmitting a system information request, configured in a terminal device, wherein the device comprises:

a determining unit which determines to request the on-demand system information from the network device through a System Information (SI) request procedure based on message 1 or an SI request procedure based on message 3 through the SUL or the NUL according to whether the serving cell is configured with the SUL.

The apparatus of claim 1, wherein the determining unit comprises:

a first selecting unit, if the serving cell configures the SUL and meets the SUL selection criteria, the first selecting unit using a message 1 based SI request procedure on the SUL;

otherwise, if the serving cell is configured with NUL and meets the criteria for selecting NUL, the first selecting unit uses a SI request procedure based on message 1 on the NUL;

otherwise, the first selection unit uses the SI request procedure based on message 3.

The apparatus of claim 2, wherein the serving cell is considered to have the SUL configured if one or more of the following conditions are met:

SIB1includes si-SchedulingInfo containing si-RequestConfigSUL;

the terminal device supports one or more frequency bands indicated in a frequencybandList domain of a SUL;

the terminal equipment supports the bandwidth of the initial upstream BWP indicated in a locationAndBandwidth field of the SUL;

one or more additional Spectrum errors in the NR-NS-PmaxList of the supported SUL bands are supported by the terminal device; or the addtionalpspectrumemission in the SUL band supported by the terminal device is 0.

The apparatus of claim 2, wherein the serving cell is considered to be configured with the NUL if one or more of the following conditions are met:

SIB1includes si-SchedulingInfo containing si-RequestConfig;

the terminal device supports one or more frequency bands indicated in a frequencyBandList domain of NUL;

the terminal equipment supports the bandwidth of the initial uplink BWP indicated in a locationAndBandwidth domain of the NUL;

one or more additional spectra emission in the NR-NS-PmaxList of the NUL frequency band supported by the terminal equipment; or the addtionalpspectrumemission of the NUL band supported by the terminal device is 0.

The apparatus of claim 2, wherein meeting the criteria for selecting an SUL is:

if the carrier used in the random access process is not explicitly informed, and if the serving cell of the random access process is configured with the SUL or is configured with the SUL through a special signaling, and if the RSRP of the downlink path loss reference is lower than a threshold value; or

If the carrier used in the random access process is not explicitly informed, and if the serving cell of the random access process is configured with the SUL or the special signaling comprises the configuration information of the random access parameters on the SUL, and if the RSRP of the downlink path loss reference is lower than the threshold value; or

If the carrier used by the random access process is not explicitly informed, if the serving cell of the random access process is configured with SUL, and if the RSRP of the downlink path loss reference is lower than the threshold value.

The apparatus of claim 5, wherein if the criteria for selecting the SUL is satisfied comprises that a serving cell of a random access procedure is configured with the SUL, the serving cell is considered to be configured with the SUL if one or more of the following conditions are satisfied:

a rach-configdeleted field containing a supplementaryUplink is included in the reconfigurationWithSync field;

the SCellConfig field comprises a ServingCellConfig field containing a supplementaryUplink;

the BWP-uplinkDedicated domain comprises a beamFailureRecoveryConfig domain containing supplementaryUplink; and

a supplementaryUplink domain exists.

The apparatus of claim 1, wherein whether the serving cell is configured with a SUL is: whether the SIB1includes the configuration of the SUL and whether the terminal device can support the configuration of the SUL.

The apparatus of claim 7, wherein the determining unit comprises:

a second selecting unit, if said SIB1includes SI-scheduling info containing SI-RequestConfigSUL and said terminal device is able to support configuration of said SUL and meets the criteria for selecting a SUL, said second selecting unit using the SI request procedure based on message 1 on SUL;

otherwise, if said SIB1 comprises SI-scheduling info containing SI-RequestConfig and said terminal device is able to support configuration of NUL and meet the criteria for selecting NUL, said second selecting unit uses the SI request procedure over NUL based on message 1;

otherwise, the second selection unit uses the SI request procedure based on message 3.

The apparatus of claim 8, wherein the terminal device is deemed to be capable of supporting the configuration of the SUL if one or more of the following conditions are met:

the terminal device supports one or more frequency bands indicated in a frequencybandList domain of a SUL;

the terminal equipment supports the bandwidth of the initial upstream BWP indicated in a locationAndBandwidth field of the SUL;

one or more additional Spectrum errors in the NR-NS-PmaxList of the supported SUL bands are supported by the terminal device; or the addtionalpspectrumemission in the SUL band supported by the terminal device is 0.

The apparatus of claim 8, wherein the terminal device is deemed to be capable of supporting the configuration of the NUL if one or more of the following conditions are met:

the terminal device supports one or more frequency bands indicated in a frequencyBandList domain of NUL;

the terminal equipment supports the bandwidth of the initial uplink BWP indicated in a locationAndBandwidth domain of the NUL;

one or more additional spectra emission in the NR-NS-PmaxList of the NUL frequency band supported by the terminal equipment; or the addtionalpspectrumemission of the NUL band supported by the terminal device is 0.

The apparatus of claim 1, wherein whether the serving cell is configured with a SUL is: whether the terminal device can support the configuration of the SUL and the configuration of the NUL.

The apparatus of claim 11, wherein the determining unit comprises:

the triggering unit is used for triggering an SI request for acquiring the SI information on the SUL or triggering an SI request for acquiring the SI information on the NUL according to the SI-scheduling info;

a third selecting unit, if the SI request for acquiring SI message on SUL is triggered and meets the criteria for selecting SUL, using the SI request procedure based on message 1 on SUL;

otherwise, if an SI request for acquiring SI messages on NUL is triggered and the criteria for selecting NUL are met, the third selecting unit uses an SI request procedure based on message 1 on NUL;

otherwise, the third selection unit uses the SI request procedure based on message 3.

The apparatus of claim 12, wherein,

according to SI-scheduling info, for an SI message including at least one required SIB and having SI-BroadcastStatus set to notbroadcastinging, if the SI-scheduling info of the SI-RequestConfigSUL including the SI message is included and the terminal device can support the configuration of the SUL, the triggering unit triggers an SI request to acquire the SI message on the SUL;

otherwise, if the SI-scheduling info of the SI-RequestConfig containing the SI message is included and the terminal device can support the configuration of the NUL, the triggering unit triggers an SI request for acquiring the SI message on the NUL.

The apparatus of claim 13, wherein the terminal device is deemed to be capable of supporting the configuration of the SUL if one or more of the following conditions are met:

the terminal device supports one or more frequency bands indicated in a frequencybandList domain of a SUL;

the terminal equipment supports the bandwidth of the initial upstream BWP indicated in a locationAndBandwidth field of the SUL;

one or more additional Spectrum errors in the NR-NS-PmaxList of the supported SUL bands are supported by the terminal device; or the addtionalpspectrumemission in the SUL band supported by the terminal device is 0.

The apparatus of claim 13, wherein the terminal device is deemed to be capable of supporting the configuration of the NUL if one or more of the following conditions are met:

the terminal device supports one or more frequency bands indicated in a frequencyBandList domain of NUL;

the terminal equipment supports the bandwidth of the initial uplink BWP indicated in a locationAndBandwidth domain of the NUL;

one or more additional spectra emission in the NR-NS-PmaxList of the NUL frequency band supported by the terminal equipment; or the addtionalpspectrumemission of the NUL band supported by the terminal device is 0.

An apparatus for configuring a system information request to a network device, the apparatus comprising:

the configuration unit is used for configuring SUL and/or NUL for the terminal equipment;

a receiving unit, which receives the SI request based on message 1 or the SI request based on message 3 sent by the terminal equipment;

a transmitting unit which transmits on-demand system information according to the SI request.

The apparatus of claim 16, wherein the configuration unit sends SIB1 to the terminal device, the SIB1includes si-scheduling info that includes si-RequestConfigSUL, or the SIB1includes si-scheduling info that includes si-RequestConfig.

The apparatus of claim 16, wherein the on-demand system information is an SI message that includes at least one required SIB and whose SI-BroadcastStatus is notBroadcasting.

A carrier selection apparatus configured in a terminal device, wherein the apparatus comprises:

a selecting unit, configured to select the SUL carrier to execute the random access procedure when the serving cell configures the SUL and meets a criteria for selecting the SUL, where the criteria for selecting the SUL are:

if the carrier used in the random access process is not explicitly informed, and if a serving cell of the random access process is configured with a SUL or is configured with a SUL through a special signaling, and if the RSRP of the downlink path loss reference is lower than a threshold value, the SUL is considered to be satisfied; or

If the carrier used in the random access process is not explicitly informed, and if the serving cell of the random access process configures the SUL or the dedicated signaling comprises configuration information of a random access parameter on the SUL, and if the RSRP of the downlink path loss reference is lower than a threshold value, the SUL is considered to be satisfied; or

If the carrier used by the random access process is not explicitly informed, if the serving cell of the random access process is configured with SUL, and if the RSRP of the downlink path loss reference is lower than the threshold value.

The apparatus of claim 19, wherein the serving cell is considered to be configured with a SUL if one or more of the following conditions are met:

a rach-configdeleted field containing a supplementaryUplink is included in the reconfigurationWithSync field;

the SCellConfig field comprises a ServingCellConfig field containing a supplementaryUplink;

the BWP-uplinkDedicated domain comprises a beamFailureRecoveryConfig domain containing supplementaryUplink; and

a supplementaryUplink domain exists.
