A construction method of a fiber high-toughness cement soil composite pile comprises the following steps:

(1) the water-soluble polymer material is used as a film forming substrate, a plasticizer, a softening agent, a surfactant and a dispersing agent auxiliary material are added, a water-soluble packaging bag is manufactured through a film forming process, basalt fiber is filled in the packaging bag, and the basalt fiber is continuous fiber drawn from natural basalt and belongs to natural mineral fiber. Firstly, driving sand, stones and the packaging bags into soil by using a vibrating pipe-sinking pile driver;

(3) when the cement is not hardened, the prefabricated core pile is driven into the same position, the section of the core pile is smaller than that of the cement sand soil pile, the driven core pile is compacted and expands the peripheral fiber cement sand soil, and the core pile and the peripheral pile jointly form the fiber high-toughness cement soil composite pile.
