wherein the interfering subsystem is a subsystem of an unmanaged subsystem unmanaged by the spectrum coordination apparatus whose interference to the managed subsystem exceeds a predetermined threshold, the unmanaged subsystem is determined by the spectrum management apparatus according to the spectrum management information from the one or more subsystems, and the system information of the interfering subsystem is acquired by the spectrum management apparatus.
