the sending module is further configured to send a broadcast message to the terminal device;

the receiving module is further configured to receive a reply message sent by the terminal device, where the reply message is used to determine whether the terminal device supports a frequency hopping sending mode among the multiple subframes.

The apparatus of claim 17,

the sending module is further configured to send the configuration indication information to the terminal device when it is determined that the terminal device supports a frequency hopping sending mode among the multiple subframes.
