4. The aqueous-oil biphasic precision hair tonic of claim 1, wherein said non-silicone based compound comprises at least one of a fatty alcohol, a fatty acid, a fatty alcohol/fatty acid derivative, a saturated or unsaturated straight, cyclic and branched chain hydrocarbon.

5. The water-oil dual-phase precise hair care tonic according to claim 1, wherein the moisturizer comprises one of polyols, natural moisturizing factors and saccharides.

6. The aqueous-oil dual-phase precise hair-care nourishing liquid as claimed in claim 5, wherein the polyhydric alcohol comprises at least one of glycerin, propylene glycol, butylene glycol, hexylene glycol, polyethylene glycol, polypropylene glycol, xylitol and sorbitol.

7. The aqueous-oil dual-phase precise hair care nourishing liquid according to claim 5, wherein the natural moisturizing factors comprise at least one of amino acids, pyrrolidone carboxylic acid, urea, hydroxyethyl urea and sodium lactate.

The aqueous-oil dual phase precision hair care tonic of claim 1 wherein the other hair care ingredients comprise one of hydrolyzed protein, hydrolyzed silk, hydrolyzed elastin, hydrolyzed conchiolin, hydrolyzed collagen, hydrolyzed soy protein, keratin, vitamin C, vitamin E, vitamin B3, panthenol, ceramide, and lecithin.

The natural moisturizing factor at least comprises one of amino acid, pyrrolidone carboxylic acid, urea, hydroxyethyl urea and sodium lactate. The saccharide at least comprises one of methyl glucose polyether, chitin derivative, trehalose, tremella polysaccharide, sodium hyaluronate and saccharide isomer.
