The information element dispersing and homogenizing kettle 16 is used for mixing and distributing the information elements in the dry material state into water for the first time, enters the information element equal-pressure distribution kettle 19 through a pipeline in the middle of the lower side, and is output through the information element release pipeline 6 below the information element equal-pressure distribution kettle 19. The continuous metering device 2 continuously pushes the information element dispersion homogenizing device 3 by taking the total weight of the information elements borne at the bottom of the information element storage bin 1 as an integral weight base number through the parallel double-screw propellers, calculates the input weight per minute and hour according to the change of the integral weight, and automatically adjusts the rotating speed according to the liquid output of the information element release pipeline 6 to keep the integral liquid concentration (the concentration of mixed water and the information elements), thereby achieving the quantitative purpose. The double-screw propeller enables information elements to be fully filled in gaps of the screw, and then the information elements are propelled through the gaps of the screw, in order to solve the problem that the gaps of the screw cannot be completely filled, the metering mode is that the weight/second element application amount is used for calculation, and the rotating speed of the screw is automatically adjusted through the change of the weight (the principle of light acceleration and heavy deceleration) so as to ensure the input amount of the information elements in uniform time and ensure the consistency of the whole concentration of the information element mixed liquid. The information element dispersing and homogenizing motor 15 stirs the information element dispersing and homogenizing kettle 16 through the element dispersing single-screw propelling stirrer 17, the element adding water pipeline 9 adds water in the water tank 4 to the information element dispersing and homogenizing kettle 16, so that the information elements and the water are mixed to form mixed liquid, and the slag water flows back to the water tank 4 through the element slag flowing water pipeline 11 to form a dynamic circulation. The information element equipressure distribution motor 20 stirs the information element equipressure distribution kettle 19 through the element equipressure distribution single-screw propeller stirrer 21, so that the information element mixed liquid is more evenly distributed and then is output to the paper surface through the information element release pipeline 6 at the lower part. The information element dispersion homogenizing kettle 16 mainly plays a role in fully soaking and dispersing 'dry material elements' through a high-speed element dispersion single-screw propulsion stirrer 17, the information element isobaric distribution kettle 19 enables 'wet material elements' to be uniformly distributed in a kettle body through a low-speed element isobaric distribution single-screw propulsion stirrer 21, the two kinds of stirring are in a non-traditional stirring mode, and the spiral stirring is used for manufacturing up-and-down flowing water distribution to enable 'information elements' to be more uniformly distributed in 'mixed liquid'. The similar drawer form of cascade release 7 is fixed through release mount 23, and can have the slope of predetermineeing the angle, and cascade release 7 is arranged in to the exit end of information element release pipeline 6, avoids causing the impact injury to the paper, can make the even controllable release of information element on the paper simultaneously. The vacuum suction box 25 at the release position of the water curtain release device 7 collects and processes the liquid released by the information element release pipeline 6. The technical scheme solves the problem of directional and quantitative addition of information elements in newly researched and developed anti-counterfeiting paper, realizes controllability of information element addition and low damage or even no damage to paper surfaces, can control approximate quantity (density) in the paper by taking square centimeters as units, and can also adjust the area width of the input elements through the information element release pipelines 6 and the water curtain release devices 7 to realize space control among all information elements.
