The assembly has a sleeve member positioned outside of the tubular body, secured at each end, forming a chamber therebetween. Fluid can enter the chamber through a port in the tubular body to deform the sleeve member against a larger diameter surface in the well. The sleeve member is formed of at least two materials that are welded together and machined prior to being disposed on the tubular body. One material may expand more easily and thus deform more easily than the other. The sleeve is connected to the tubular body by threads and a seal.
