(1) mixing and compounding butanediol, water B, polyvinylpyrrolidone and fullerene in the phase E to prepare a butanediol/water/polyvinylpyrrolidone/fullerene compound; then uniformly mixing the butanediol/water/polyvinylpyrrolidone/fullerene compound with other components in the E phase to prepare an E phase mixture;

(3) after the step (2) is finished, cooling to below 45 ℃, adding the phase B, the phase C and the phase E into an emulsifying pot, and stirring until the mixture is uniformly stirred;

(4) and (4) after the step (3) is finished, adding the phase D, uniformly stirring and then discharging.
