A steam content detection device is arranged in the boiler 1, and when the content of water vapor in the boiler 1 exceeds 10%, the steam return pipe 12 can be closed, so that the proportion of fuel and oxygen content in the boiler 1 is ensured to reach an optimal value, and the carbon content, nitrogen content and oxygen content in smoke are reduced.
