3. A method for preparing the antibacterial phosphorus-free cleaning agent as defined in claim 1 or 2, which comprises the following steps:

(1) adding monoethanolamine into deionized water to obtain a solution A, dissolving boric acid into absolute ethyl alcohol, uniformly mixing to obtain a solution B, adding the solution B into the solution A, and uniformly stirring to obtain a premixed solution;

(2) adding toluene-4-sodium sulfonate into the premixed solution obtained in the step (1), and uniformly stirring to obtain a mixed solution;
