背景技术

森林火灾是一种突发性强、破坏性大、处置救助较为困难的自然灾害，也是阻碍林业发展最严重的自然灾害之一。随着荒山绿化工作的不断推进，森林覆盖率逐步提高，林间可燃物不断增加，再加上愈加恶劣的气候条件，致使森林防火压力愈来愈大，森林火灾时有发生；大部分森林的地形都是比较复杂，道路交通不便，通视范围小，各种气候条件致使火灾扑救十分困难，对于消防人员的生命安全威胁较大，同时也会造成巨大的财产损失；监测火情不及时，消防技术和设备比较落后和单一，贻误最佳扑救时机，致使小火变成大火严重的制约了森林灭火工作。在森林火灾中，扑救是世界主流，以管控火源并“打早、打小、打了”为应对森林火灾的指导方针，力争把火灾扑灭在萌芽状态。

飞机喷撒灭火剂或水的森林灭火方法受烟雾、高温热气流和风向的影响，大量的灭火剂或水在到达大火根部前已被吹走或汽化，大大降低了灭火效率。同时受气候和能见度、飞行员素质、地理环境和水源位置等因素影响，制约了森林灭火效果。而飞机管理的现状又很难满足早发现，早扑救，把火灾扑灭在萌芽状态的要求。

目前针对初期森林火灾有使用发射式灭火弹灭火方法，但该方法存在发射距离短、灭火剂装量少、落点精度差大、灭火效率低和成本高等问题制约，无法满足灭初期森林火灾的要求。

目前针对初期森林火灾有使用空投式灭火弹灭火方法，但现有的方法中通常是查打一体，一方面要求长巡航时间必然影响其载荷量，大大减少灭火弹的装载量；另一方面是灭火弹设计复杂，元件多，影响了灭火剂装量，降低了灭火效率，致成本过高；通常采用的触地起爆方式只适用于灭地表火，无法灭植被较高的森林火；壳体没有考虑破裂后的安全问题，以及不可降解或不易降解等问题的制约都无法满足森林灭火的要求，难以推广应用。
