The method has the advantages that whether the bus is electrified or not can be judged, all switch cabinet electrified display signals of the bus can be collected through the measurement and control device, whether the bus bin can be opened or not is judged through logical operation, and finally, a control signal is sent to the locking electromagnet, so that unlocking and locking of the top cover plate 1 of the bus bin cabinet are achieved.
