The working principle and the using process of the invention are as follows: when the invention is used, the trapezoidal support frame 1 is arranged at a position close to a freshwater lake, then the bottom counterweight plate 10 is arranged at the top of the mounting base 9 through the fixing bolt, then the bottom counterweight plate 10 is pushed into the lake along the direction of the guide chute 2, when the bottom counterweight plate 10 and the water surface suspension base piece 11 enter the lake, the bottom counterweight plate 10 moves to the lower direction far away from the lake surface while entering the lake due to the higher material density of the bottom counterweight plate 10, meanwhile, the water surface suspension base piece 11 suspends at the water surface position of the lake while entering the lake due to the lower material density of the water than the density of the water, meanwhile, the water surface suspension base piece 11 pulls the water surface suspension base piece 11 downwards under the gravity action of the bottom counterweight plate 10, and the top position of the water surface suspension base piece 11 is lower than the water level position of the lake, meanwhile, lake water around the top of the water surface suspension base piece 11 flows into the interior of the trapezoidal support frame 1 through the arc-shaped water inlet guide plate 18, when the lake water enters the interior of the trapezoidal support frame 1, water flow can push the water surface suspension base piece 11 to integrally rotate through the unique water delivery structure of the arc-shaped water inlet guide plate 18, when the water surface suspension base piece 11 rotates, garbage stored on the surface of the lake water can flow into the interior of the water surface suspension base piece 11 through the arc-shaped water inlet guide plate 18 to be collected, meanwhile, aiming at partial garbage hidden below the water level of the lake water and with the depth of about 3 meters (most of the garbage is located at the horizontal position, and partial garbage is located in the depth range of 0-3 meters under the water), the garbage can be collected and used through the garbage collecting arm 14, and the characteristic that most of the end part of the garbage collecting arm 14 is located below the water surface of the lake water is utilized, the cooperation surface of water suspension substrate 11 is self to rotate with the lake below rubbish through rubbish feed inlet 15 and collect, and utilize the structure characteristics that rubbish collection arm 14 self inboard is gradually increased, realize finally collecting lake below rubbish and enter into the inside of surface of water suspension substrate 11 through the opening of surface of water suspension substrate 11 inboard, the inside sewage filter mesh belt 13 that sets up of surface of water suspension substrate 11 can be used to filter the lake water that flows in and use, detain the rubbish in the lake water in the inside of sewage filter mesh belt 13, the lake water after the filtration will pass sewage filter mesh belt 13 and filter screen frame 12 in proper order and flow into the inside of bottom counterweight disk 10 simultaneously, and discharge water through the drain pump 19 of bottom counterweight disk 10 bottom, thereby realize that the lake surface rubbish source constantly flows into surface of water suspension substrate 11 and carries out the rubbish collection and use, the rubbish of the inside collection of sewage filter mesh belt 13 accessible start motor 5, the winding drum 6 is driven by the motor 5 to wind the winding rope 7, and the lifting bracket 8 is driven by the winding rope 7 to drive the bottom counterweight plate 10 to move upwards along the direction of the guide chute 2, so that the garbage collected in the sewage filtering mesh belt 13 is conveniently treated.
