As shown in fig. 1-3, the present invention comprises a binding band 1, a plurality of joints penetrating through the binding band 1, and a fastener fixed at one end of the binding band 1, wherein the fastener comprises a cross bar 31, and buckles 32 hinged at two ends of the cross bar 31 at two sides, a rack 321 is arranged at the inner side of the buckles 32, and a fixing band 33 of the buckles 32, and the fixing band 33 is sleeved on the binding band 1;
