When there is an expert terminal 50 to respond, the background operation and inspection terminal 20 obtains the response information of the expert terminal 50 and sends video request cancellation information to other expert terminals 50 except the expert terminal 50 in the expert list, so that the other expert terminals 50 no longer respond to the video request.
