In the embodiment, when the height of the ground wire rod barrel 10 is adjusted, the handheld end of the ground wire operating rod is plugged into the telescopic barrel at the innermost side of the ground wire rod barrel 10, the limiting bolt 10-6 is pulled out, the multiple telescopic barrels are pulled out to reach the installation height, and the limiting bolt is inserted into the positioning hole 10-6 with the corresponding height; in the wire winding step, the positioning bolt 14 is pulled out, the ground wire rod barrel 10 slowly returns to the horizontal position, then the limiting bolt 10-6 of the ground wire rod barrel 10 is pulled out, and the ground wire rod barrel 10 is folded to the shortest state.
