A drainage channel 10 is formed between the slide block 13 and the rotary drum body 11. The water in the sealed cavity 8 enters the drainage cavity 12 through the drainage channel 10, and the strong centrifugal force quickly discharges the water in the drainage cavity 12 from the drainage hole 14. At the moment, the water in the sealed cavity is completely discharged, the piston 6 has no supporting force and falls down under the action of gravity, and the sludge in the rotary drum is thrown to a sludge collecting tank (outside) through a slag discharge port 7 by centrifugal force and is discharged. Thus, the sealing and opening operation device completes a complete sealing (running) and opening (deslagging) cycle.
