The control method and the working method of the invention are as follows: after the system is electrified, the current and the voltage are sampled through the voltage/current sampling circuit, and one thousandth of the period of a measured signal is preferably selected as the sampling period. The transmission gear 9 drives the C-shaped gear 8 to rotate, and the current rotating direction and the rotating angle (toward the opening direction) are determined by the groove on the back surface of the C-shaped gear 8 and the direction position switch 17 on the circuit board below. When the C-shaped gear 8 rotates, the inner occluding piece 7 and the rocker arm 2 connected with the inner occluding piece are driven to rotate together in the opening direction. When the rocker arm 2 rotates to the opening position and contacts with the extreme position switch 14 in the opening direction on the circuit board, the extreme position detection signal is triggered, the controller 2 sends out a signal for stopping opening rotation, the motor driving circuit is closed, and the opening locking state is kept.

When the voltage/current sampling circuit detects that the current and the voltage return to normal values, the controller 2 outputs a closing control level to control the driving motor 4 to drive the rotating structure to rotate towards a closing direction (the rotating direction is opposite to the opening direction, and the execution flow is consistent). When the rocker arm 2 rotates to the switching-on position and contacts with the switching-on limit position switch 14 on the circuit board, a limit position detection signal is triggered, and a switching-on stop rotating signal is sent by the controller 2. After that, the controller 2 sends a switching-off control signal again to enable the C-shaped gear 8 to rotate towards the switching-off direction, and as the arc angle of the meshing groove 10 of the C-shaped gear 8 is larger than the arc angle of the meshing block 18, the C-shaped gear 8 and the inner meshing piece 7 can rotate relatively, and therefore, a part of missing space is formed to enable the C-shaped gear 8 not to have rotation transmission with the inner meshing piece 7, when the C-shaped gear 8 rotates towards the switching-off direction, the rocker arm 2 is not driven to be switched off (the rocker arm 2 is continuously kept at the switching-on position), and when the two direction position switches 14 on the circuit board simultaneously slide to the identification groove 16 of the C-shaped gear 8, the driving motor 4 stops rotating, at the moment, the C-shaped gear 8 rotates to the horizontal position, and the rocker arm 2 is allowed to freely switch towards the switching-off and switching-on directions in a manual control.
