The main controller 1 applies a high-frequency electric field on the electrodes through the electrode electric control lead 12, the high-frequency electric field acts on the active carbon blocks 30, and the capacitance of the active carbon blocks 30 is continuously reduced because water molecules are continuously removed. When the capacitance is reduced and stabilized, which indicates that water molecules in the activated carbon block 30 are removed, the main controller 1 controls the ultrasonic generator 2 to stop working through the ultrasonic generator electric control lead 11, and records the final stable capacitance value of the activated carbon block 30 (step 4). The main controller 1 compares the final stable capacitance value of the activated carbon block 30 with the initial capacitance value of the activated carbon block 30 preset by the system, and calculates the water quality detection result according to the change value of the capacitance value (step 5). The main controller 1 controls the display 6 to display the corresponding detection result through the display electric control lead 14 (step 6), and the system mission is completed.
