1. A method of manufacturing a panel comprising a reinforcement sheet, the method comprising the steps of:

providing a first layer of thermoplastic material in particulate form,

there is provided a reinforcing sheet material which,

the reinforcement sheet and the first layer are laid onto each other,

adhering the reinforcement sheet and the first layer to each other by pressing the reinforcement sheet and the first layer together by a double belt press after at least partially melting the first layer of thermoplastic material at a first pressure, the reinforcement sheet thereby directly engaging the press element;

after adhering the reinforcement sheet and the first layer to each other,

providing a second layer of thermoplastic material in sheet or film form;

applying a second layer directly to the side of the reinforcement sheet facing away from the first layer; and

extruding a second layer onto the reinforcing sheet by calendering, comprising:

at least partially melting the thermoplastic material of the first and second layers; and

adhering the at least partially molten first layer, the at least partially molten second layer and the reinforcement sheet to one another at a second pressure lower than the first pressure to form a panel; and

a printed decor layer and a protective layer covering the printed decor layer are applied on the second layer.

2. The method of claim 1, wherein the second layer is separately extruded and at least partially melted prior to applying the second layer to the reinforcement sheet.

3. The process of claim 1, wherein the process is carried out as a continuous process.

4. The method of claim 1, wherein the reinforcing sheet comprises a glass fiber foil, preferably having a weight of 25-70g/m 2

5. The method of claim 1, wherein the thermoplastic material of the first layer and the second layer is the same.

6. The method of claim 1, wherein the reinforcement sheet is placed on top of the first layer before they are pressed together.

7. The process of claim 1 wherein the first layer of thermoplastic material is made from semi-rigid PVC containing at least 35% inorganic filler.

8. The method of claim 1, wherein the first layer of thermoplastic material is provided in the form of granules of cylindrical shape having a cylinder diameter in the range of 2.5-3.5mm and a cylinder height in the range of 0.2-2.0 mm.

9. The method of claim 1, wherein at least the pressure during the extruding step and the melting rate of the thermoplastic material of the first layer are selected such that the reinforcement sheet is impregnated by the thermoplastic material of the first layer by at least 80% of its thickness.

10. The process of claim 1 wherein a calendering apparatus comprising more than two calendering rolls is used.

11. The method of claim 8, wherein the cylinder height is about 0.5 mm.
