The implementation process of the invention is as follows: VOCs retrieves through collecting recovery unit, and the VOCs of collection is by letting in during the UVA photodegradation apparatus, decomposes into macromolecular substance and ozone gas with VOCs through the photochemical action, and macromolecular substance is let in among the electrical degradation apparatus, is continued to degrade into nontoxic harmless micromolecular substance and hydrogen, and ozone is discharged through the exhaust hole on the UVA photodegradation apparatus, and the exhaust is handled through exhaust treatment device to hydrogen.
