The working principle is as follows: as shown in fig. 1 and 2, a flange 2 without flange bolts 4 pressed in is arranged in a lower pressure sleeve 5, four bolt positioning holes of the flange 2 are aligned with four bolt pressing guide holes 7 of the lower pressure sleeve 5, and a spigot of a motor flange 2 is positioned through a flange positioning spigot 6 on a central inner hole of the lower pressure sleeve 5; the bolt guide sleeve 3 is arranged in a bolt positioning stop groove 8 at a flange bolt 4 of the flange 2, and the bolt guide sleeve 3 positions a bolt cap head of the flange bolt 4 on a bolt positioning hole of the flange 2 through a bolt cap head positioning groove 9; the flange bolt 4 is arranged in a bolt positioning hole of the flange 2 and a bolt press-in guide hole 7 of the lower pressing sleeve 5, the small head end of the upper pressing sleeve 1 is arranged at the small head end of the flange 2, the limiting spigot 11 of the upper pressing sleeve 1 is arranged on the end surface of the bolt cap of the flange bolt 4, and the press presses the flange bolt 4 into the bolt hole of the flange 2 by applying pressure on the end surface of the large end of the upper pressing sleeve 1.
