Background

Since the trial parking transfer (Park and Ride, hereinafter referred to as "P + R") mode, certain effect is seen in relieving the traffic jam of the urban road at the morning and evening, but various problems of the existing P + R parking lot begin to appear. The general parking order represents a parking order for a vehicle which is not parked and transferred, and the parking order for the vehicle which is parked and transferred is a transfer parking order, and the transfer parking order can enjoy a corresponding parking order price preference. The parking order for the P + R user and the parking order created based on the bus card information of the non-P + R user may be divided into the transfer parking order and the general parking order through the determination and analysis steps described later, and the corresponding parking order amount is calculated and charged.

In the step 3(S3), when the parking order is a parking order of a P + R user, the parking order is sent to the bus card system, so that the bus card system gives a notification when determining that the P + R user takes a bus according to the bus taking information of the bus card, thereby obtaining a determination result of whether the parking order belongs to a transfer parking order, and when the parking order is not a parking order of the P + R user, the parking order is not sent to the bus card system.

In the step 4(S4), the license plate of the vehicle entering the departure aisle is recognized in one or more ways selected from ETC recognition and OCR recognition, and it is determined whether the license plate of the vehicle belongs to a license plate bound by the P + R user.

In the step 5(S5), when the vehicle license plate recognized in the step 4(S4) belongs to a vehicle license plate bound by a P + R user, the parking order amount of the vehicle license plate bound by the P + R user is calculated based on the determination result of whether the parking order obtained in the step 3(S3) belongs to the transfer parking order, and when the vehicle license plate recognized in the step 4(S4) does not belong to the vehicle license plate bound by the P + R user, a bus card is prompted to be shown to recognize the bus card and whether a bus is taken is determined based on the bus taking information in the bus card, so that the parking order amount of the vehicle license plate not bound by the P + R user is calculated.

In the step 6(S6), the parking order amount calculated in the step 5(S5) is charged, the parking order of the P + R user is charged by ETC payment, and the parking order of the non-P + R user is charged by bus card payment.

In the step 7(S7), it is determined whether or not the charging of the parking order amount of the vehicle entering the departure lane is completed, and if so, the vehicle is permitted to depart, and if not, the vehicle is permitted to depart after the charging is completed.

Wherein, in the step 1(S1) and the step 4(S4), the recognition result of the vehicle license plate recognized by the ETC may be used when the recognition results of the vehicle license plate recognized by the ETC and the OCR are the same, and the recognition result of the vehicle license plate recognized by the OCR may be used when the recognition results of the vehicle license plate recognized by the ETC and the OCR are different.

The ETC recognition can quickly recognize information about the vehicle license plate in the ETC card, and the OCR recognition can also quickly recognize the vehicle license plate and further judge information such as vehicle type and color. Although ETC identification is faster, ETC is not completely popularized in the national range, and the situation that although a vehicle is provided with an ETC device, a P + R user does not bind an ETC card number exists, at the moment, if the ETC identification is taken as a reference to identify the vehicle license plate, the identified vehicle license plate does not belong to any P + R user, so that the identification of the vehicle license plate and the charging of the parking order amount cannot be quickly carried out through the P + R parking lot management method. On the contrary, when registering a P + R user, the binding of the vehicle license plate is a necessary option, and the OCR identifies more vehicle information including vehicle types, colors and the like which can be collected, so that the comprehensive judgment of the vehicle license plate is facilitated. Therefore, when the vehicle license plate is recognized, if the recognition results of the ETC recognition and the OCR recognition of the vehicle license plate are the same, the recognition result of the vehicle license plate recognized by the ETC is used, and if the recognition results of the ETC recognition and the OCR recognition of the vehicle license plate are different, the recognition result of the vehicle license plate recognized by the OCR is used.

As an embodiment of the present invention, the type of the vehicle may be determined by determining the color of the license plate. For example, when the license plate is blue, it is determined as a small vehicle; and when the license plate is yellow or the color of the combination of yellow and green, judging the vehicle as a large vehicle. The determination criteria of the vehicle type are not fixed, and the vehicle type can be classified into a small vehicle, a neutral vehicle, and a large vehicle by using data provided by a vehicle manufacturer and by using OCR in combination, and there is no particular limitation as long as the vehicle type can be classified according to the vehicle size.

In addition, in the step 6(S6), the parking order of the P + R user may be charged by a manner further including a mobile phone payment and a cash payment. When the recognition results of the ETC recognition and the OCR recognition of the vehicle license plate bound to the P + R user in the step 4(S4) are the same or only the ETC recognition is carried out, the charging can be carried out in an ETC payment mode; when the recognition results of the ETC recognition and the OCR recognition of the vehicle license plate bound to the P + R user in the step 4(S4) are the same or only the ETC recognition is performed, if the charging by adopting the ETC payment mode fails, the charging can be performed by adopting one mode selected from mobile phone payment and cash payment; when the recognition results of the ETC recognition and the OCR recognition of the vehicle license plate bound to the P + R user of the step 4(S4) are different or only the OCR recognition is performed, the charging may be performed in one manner selected from a mobile payment and a cash payment.

As another embodiment, when the notification of the result of the determination of whether the parking order user takes the bus by the bus card system is not received in the step 3(S3), the parking order may be calculated as a transfer parking order in the step 5(S5), and the amount of the parking order calculated as a transfer parking order may be precharged in the step 6 (S6).

At this time, the method may further include the steps of: and 8(S8), reconciling the parking order subjected to the pre-charging with the bus card system, and performing additional payment and refund on the difference of the amount of the parking order through the P + R mobile terminal.

As another embodiment, the following steps may be further included between the step 2(S2) and the step 4 (S2): and 9(S9), the P + R user uses the P + R mobile terminal to carry out online payment on the parking order and drive out within a specified time.

Wherein when the step 9(S9) is performed before the step 3(S3), the parking order is displayed as a general parking order and pre-charged by a general parking order amount, when the step 9(S9) is performed after the step 3(S3), the parking order is displayed as a transfer parking order and charged by a transfer parking order amount, in the step 4(S4), a vehicle license plate is identified and an unfinished parking order not related to the vehicle license plate is derived, in the step 5(S5), it is determined whether a staying time of the vehicle within the yard after completion of payment of the parking order exceeds the stipulated time based on the time at which the vehicle license plate is identified in the step 4(S4), if it is determined that the staying time exceeds the stipulated time, a parking order amount is calculated for a timeout part by a general parking order, and charging is performed through the step 6(S6), the vehicle is allowed to depart through the step 7(S7), and if it is determined that the staying time does not exceed the prescribed time, the step 6(S6) is skipped, and the vehicle is allowed to depart through the step 7 (S7).

In addition, the type of vehicle, such as an embassy vehicle, a police vehicle, a fire truck, an ambulance, a military vehicle, etc., can be determined by recognizing the license plate of the vehicle. For parking orders of vehicles such as police cars, fire trucks, ambulances, military vehicles, etc. which need to be entered into the field by performing a business, the P + R parking lot management method of the present invention can make an automatic or manual order exemption for the parking orders.

According to an embodiment of the present invention, the present invention further provides a computer-readable medium storing a P + R parking lot management program, which causes a P + R parking lot management system to execute the P + R parking lot management method as described above.
