step three: the hot air flow further enters the pipeline 41 in the flow injection device 4 and flows out through the outflow hole 43 to impact the arc-shaped blade plate 45, so that the arc-shaped blade plate 45 drives the gravity ball 44 to rise, and meanwhile, the arc-shaped blade plate 45 rotates due to the impact force, so as to rotate;

step four: the hot air flow enters the treatment box 1 to heat the swelling treatment liquid of the perfluorinated ion exchange membrane inside, so that the temperature of the swelling treatment liquid is kept at a certain value, and meanwhile, the arc-shaped leaf plates 45 horizontally guide the air flow out, so that the contact area between the air flow and the swelling treatment liquid of the perfluorinated ion exchange membrane is increased;

step five: swelling the perfluorinated ion exchange membrane after controlling the temperature of the swelling treatment liquid of the perfluorinated ion exchange membrane, and dispersing air flow through water holes 52 on an attaching plate 51 in the separating device 5 to form uniform bubbles to promote the swelling of the perfluorinated ion exchange membrane;

step six: at the beginning, start off the rotating device 35 of off-setting device 3 for the rotary drum 33 rotates, carries out reverse flow to rivers, ensures the swelling time of perfluor ion exchange membrane, and after swelling to a certain degree, makes rotary drum 33 following current rotate through rotating device 35, changes the processing position with perfluor ion exchange membrane, arrives processing case 1 right side normal atmospheric temperature aquatic, realizes the design until the swelling is accomplished.
