The method as claimed in claim 1, wherein during backfilling and paving each backfill soil layer, an annular soil layer is formed by backfilling and paving from the pile foundation underpinning structure toward the sidewall of the foundation pit, an annular space is left between the annular soil layer and the pile foundation underpinning structure, and then earthwork is backfilled and paved toward the annular space in a symmetrical manner.
