The working principle is as follows: when the device is used, the upper half circle 13 of the center frame is opened from the lower half circle 12 of the center frame through the rotating shaft 14, when the excircle of a material is an incomplete circle, the excircle is guaranteed to be a complete circle by using the concentric sleeve 10, when the excircle of the material is a complete circle, the concentric sleeve 10 is not needed, then one end of the workpiece 6 is fixedly clamped by using the hydraulic three-jaw chuck 7, then the clamping block 18 is loosened by rotating the second adjusting handle 19, the hydraulic thimble tail seat 4 and the lower half circle 12 of the center frame are pushed to move towards the direction of the index plate, the second adjusting handle 19 is locked after the workpiece is moved to a required position, the workpiece is propped and supported, then the upper half circle 13 of the center frame is closed, the upper half circle 13 of the center frame and the lower half circle 12 of the center frame are locked by using the lock catch 17, and then three groups of symmetrical first adjusting handles 15 are simultaneously rotated to clamp the workpiece to be processed.
