Mixing the carrier agent and the modified isatis root extract solution according to the mass ratio of 1: 8-10; then heating the mixed solution to 90-100 ℃, and stirring for 50-60min at the speed of 4000-4500 rad/min; then cooling to 60-64 ℃, stirring at 2800 and 3000rad/min for 20-30 min; then cooling to 25-35 ℃; distilling under reduced pressure for 40-50min to obtain the functional modifier.
