In order to achieve the purpose, the invention adopts the following technical scheme: a bolt tightening and loosening device for a railway steel rail fastener comprises a travelling mechanism, a base support, a cross slide rail, a driving servo motor, an electric sleeve, a bolt position detection device, a travelling distance detection device, a diesel generator and a control system.
