The use of the ladle top slag modifier can reduce the oxidability of the ladle top slag, improve the alkalinity of the slag and improve the capability of the top slag for absorbing impurities, and is an important means for smelting pure steel. The existing top slag modifier has high production cost and poor nitrogen-increasing comprehensive smelting effect.

(3) stirring: weighing a proper amount of slag powder, adding an auxiliary material and an additive according to 1.5-2.5kg/t, wherein the mass ratio of the auxiliary material to the additive is 3:1, the auxiliary material comprises the following components in percentage by mass: aluminum: aluminum oxide = 0.8: 9.2, the additive comprises the following components in percentage by mass: calcium oxide: calcium carbonate = 8: 2, mixing and stirring uniformly to obtain a semi-finished product;

(4) balling: putting the semi-finished product into a disc type pelletizer, adding pelletizing liquid with the mass of 12.8 percent of the semi-finished product into the disc type pelletizer, and making pellets with proper size;

(5) packaging: and packaging the pellets to obtain a finished product.

The invention has the following beneficial effects: the invention uses the waste slag produced in the production process of a steel mill and adds other auxiliary raw materials to prepare a product which can meet the application requirement of the steelmaking smelting technology; the invention can greatly reduce the production cost without increasing nitrogen, effectively reduce the FeO and MnO contents in the steel slag, improve the aluminum content in the steel slag, quickly form reductive slag with good adsorption capacity, improve the alkalinity of top slag, optimize the desulfurization condition of the top slag and enhance the deoxidation capacity, so that the invention can simultaneously have various using effects of a slag former, a refining agent, a desulfurization promoter, a slag modifier and the like, thereby realizing the forward movement of the refining process, shortening the refining time and improving the production efficiency.
