When the external wind speed reaches more than 70km/h, the current generated inside the conductor 24 is converted into a solid state by the current-connecting ball, the solid current variant 313 limits the movement of the limiting plate 315, and further limits the rotation of the rotating rod 314, so that the roller 316 can not rotate any more, further the rotation of the rotating shaft two 317 is limited by the limiting action of the rubber ring 318, and further the rotating shaft three 325 stops rotating, the movable block 328 resets under the action of the restoring force of the spring two, the top plate 329 is no longer in contact with the ratchet ring 324, meanwhile, the magnetic force generated by the electromagnet 323 overcomes the elastic force of the spring one to attract the iron block, and the rotation of the clamping rod 322 limits the unidirectional movement trend of the ratchet ring 324, so that the resetting of the protective shell 44 caused by the restoring force of the spring three is avoided, when the external wind speed reaches less than 70km/h, the elastic force generated by the electromagnet 323 can not overcome the elastic force of the spring one to reset the clamping rod 322, this returns the protective housing 44 under the force of the spring return and the wind speed is such that the top plate 329 does not contact the ratchet ring 324.
