The adjustable fastening belt device comprises an inner locking ring and an outer locking ring which are movably connected with each other, wherein a plurality of positioning mounting holes are formed in the end part of the outer locking ring, the preliminarily locked device is subjected to circumferential locking fine adjustment, and meanwhile, the adjusting fixing holes of the outer locking ring are radially tensioned along the rotation of butterfly bolts; and if necessary, the rest 2 butterfly bolts are adjusted again, so that the fastening belt is further finely adjusted and locked along the radial direction of the butterfly bolts.
