The working method of the embodiment comprises the following steps: firstly, cleaning or deicing one end of a cable, taking the cleaned or deicing end as the head end of the cable, fixedly installing a steel wire rope 6 and a hanging ring 5-2 of a processing drum 5 together, adjusting a rotating part 3-5 to drive a rope winding drum 3-6 to rotate, enabling the processing drum 5 to be opposite to the cable, aiming at the embodiment that the rotating part 3-5 is a driving motor, if the rotating part 3-5 has no active rotating power input, firstly pulling out the cable by using a driving device, then placing the processing drum 5 on the cable, supporting the processing drum 5 by the cable, penetrating the head end of the cable in an inner cavity 5-8 of the processing drum 5, enabling a cutter to be in contact with ice on the periphery of the cable or enabling an auxiliary roller 5-11 to be abutted against the periphery of the cable, driving the cable to move slowly by the driving device, driving the rope winding drum 3-6 to rotate by the rotating part 3-5, enabling the rope winding drum 3-6 to pull the processing drum 5 through the steel wire rope 6, and further, the treatment cylinder 5 is always matched with the cable, the slowly moving cable can also drive the rope winding assembly 3 to move on the bracket 1, the treatment cylinder 5 is connected with a steam generator or a cleaning water device according to conditions, so that steam or cleaning water enters the inlet cavity 5-6 from the interface of the treatment cylinder 5, and the steam or cleaning water enters the outlet cavity 5-5 from the communication cavity 5-7 under the mixed slight rotating force and sprays fluid with higher pressure and flow rate from the outlet cavity 5-5.
