The traditional monitoring system takes a radar as a main technical means, the use performance of the radar is low, so that the provided target position precision and resolution are not high, the target characteristic parameters are few and are not easy to identify, and thus the target is mistakenly tracked, missed to track, lost and low in dynamic monitoring precision; particularly, when the targets are dense and have high maneuverability or sea waves and rain and snow interference clutter are large, the overall performance of the system is restricted, and due to the particularity of the marine industry, the ships are far away from the land and do not have communication signals, so that the accurate geographical positions of the ships are mostly acquired by adopting a GPS satellite positioning technology. The satellite positioning system mainly comprises a space part, a ground control part and a user equipment part, and the specific position of a receiver is obtained by measuring the distance between a satellite with a known position and the user receiver and then integrating data of a plurality of satellites.
