The range of the preset target vehicle can be determined according to information such as region, time, road conditions and the like, for example, for a large city, a new energy vehicle which can reach the target charging pile in a preset time period can be selected as the preset target vehicle according to the road condition information, and the preset time can be 30 minutes; for a small city, all new energy vehicles in the city can be selected as preset target vehicles due to the fact that the driving distance is short and the congestion condition is less; for the charging pile capable of being reserved for use, the new energy vehicle with the reserved time within the preset time period can be selected as the preset target vehicle according to the current reservation condition, and the preset time can be 2 hours.
