In order to facilitate people to go out, traffic lights are generally arranged at intersections, and the importance of the traffic lights is increased along with the increase of vehicles, so that traffic policemen can command temporarily when the traffic lights are damaged, however, the traffic policemen are painstaking in commanding traffic due to the fact that the traffic lights are arranged outdoors, and particularly, the difficulty in commanding the traffic policemen is increased under severe weather.
