The chemical components of the material by weight percentage are as follows: c is less than or equal to 0.0040, Si: 0 to 0.05, Mn: 0.25 to 0.45, Nb: 0.030 to 0.050, Ti: 0.010-0.030, N: 0.002 ~ 0.006, P: 0.04 to 0.07, S: 0-0.015, Als: 0.015-0.050, and the balance of Fe.
